PAST PROJECT IDRF acknowledges the support and contribution from CIDA for this project.
PROJECT DESCRIPTION IDRF's Immediate Response to Earthquake IDRF immediately contacted its local partners Islamic Relief Pakistan (IRP) and Rural Support Programmes Network (RSPN) for a quick assessment of the damage and destruction caused by the earthquake. IRP and RSPN are among several national and international relief and development organizations working in the earthquake affected areas. IRP is based in Kashmir, whereas RSPN has a presence in both NWFP and Kashmir. Based on the initial assessment reports, as well as initial estimates of the required financial support, received from the local partners, IDRF transferred $75,000 each to IRP and RSPN to enable them to undertake an assessment survey and help initiate relief activities in the earthquake affected areas. Matching Funds from CIDA During the first week following the earthquake IDRF presented a concept paper to Canadian International Development Agency (CIDA) detailing IDRF's and its local partners' emergency relief plans. Following CIDA's acceptance of the concept paper, IDRF submitted an emergency response proposal requesting the Agency to fund $980,000 (including $490,000 as IDRF's controbution). The proposal, the salient features of which are described below, was accepted by CIDA. Kashmir The project focuses on 1,097 families (7,600 persons) in Muzaffarabad, Bagh, Rawalakot and Neelum districts. Using IDRF and CIDA funding, the following materials have been distributed to provide immediate support to the earthquake survivors: Winterized Tents: With the onset of the cold and inclement weather, 1,093 winterized tents were distributed to help families cope with the harsh climate. An estimated 5,000 individuals in the four districts have benefited from this assistance at a cost of $273,250. Plastic Sheets: Along with the winterized tents, 7,651 beneficiaries have received plastic sheets. The sheets will be used as ground coverings to protect the tent floors from mud and rainwater. The cost of this activity is $13, 663. Sleeping Mats: Tent occupants have received 5,465 sleeping mats, covering 3,000 families. This cost of this activity is $34,156. Blankets and Quilts: A total of 5,465 blankets and quilts with a total cost of $45,541 have been distributed. Non-food Items: Tent Occupants were provided with non-food items such as jerry cans for fetching water, kitchen sets and medical supplies. The total cost of these items is estimated at $50,000. Logistics and Operations: The logistic and transportation costs of these operations is estimated at $40,900. IRP's relief and rehabilitation activities are proceeding satisfactorily and it is expected that IRP will complete the first phase of its relief activities by the end of December 2005. Pakistan In the Northwest Frontier Province (NWFP) of Pakistan, the funds provided by IDRF and CIDA focus on immediate relief to communities in Batagram, Balakot and Mansehra by establishing tent villages in accessible areas. Each tent village and its immediate periphery is equipped with shelter, food, sanitation and medical facilities for 5,000 people, as follows: Winterised Tents: A total of 580 self-contained winterised tents have been distributed to benefit 5,000 people. The total cost on these tents is estimated at $145,000. Non-food Items: To complement RSPN's distribution of food and food items, IDRF and CIDA funding is supporting the provision of non-food items such as, jerry cans, kitchen sets, rugs, plastic sheeting and bedding. A total of 4,640 non-food items have been supplied to 5,000 beneficiaries. These items cost $55,000. Health Care: The healthcare component consists of a medical unit of six tents with 4 qualified doctors (2 male and 2 female), 4 assistants, and a total of 6 beds for the patients. The facility provides both treatment and medicines to patients and has the capacity to treat 100 people per day. The total cost on the provision of medicines and operations is $56,500. Logistics and Operations: Logistic and transportation costs of relief items and operations are estimated at $58,527. RSPN's relief phase was completed in April 2006. Provision of Additional Tents Provision of shelter was and still is a major requirement as the earthquake has rendered millions of people homeless. With the absence of shelter and the onset of winter, it is feared that many more people could die if they were not provided with basic shelter facilities on an urgent basis. With that in mind, IDRF gratefully accepted a generous donation of tents from Maplehurst Homes, a private Canadian housing development corporation. Click here for more details of this intervention. Additionally, and in response to a request from RSPN for more tents, IDRF purchased 850 tents from Coleman Canada, at a cost of $70,297. These tents were also shipped to RSPN in Islamabad with the assistance of TCS Express. Phase 2: Reconstruction and Rehabilitation - Transitional Shelters IDRF's assistance was transitioned from emergency shelter to temporary shelter for the earthquake survivors in January 2006.
